Albert, Interest rates, whether you are considering nominal rates, real rates, or changes in rates, are only one factor. There are many other ones. In your paricular example I think the rates you are talking about are nominal rates. The rates in the depression where probably not that low in a real sense when you consider the fact that deflation was happening so the real interest rate was actually above the nominal rate. The rates in the late 70s seem very very high, but with inflation so high the real rate was sometimes low.
