I guess that you didn't know that according to the DOE, Electricity Production Capacity in the United States fell around 70,000MW between 1997 and 1999.

Also the plan to build 1900 plants is assuming that electricity demand will increase 1.8% per year over the next 20 years (about the rate that it increased in the 90's). The 1900 probably includes new plants to replace plants built in the 50s and 60s (most likely simple coal/steam plants - very high polluters, very low efficiency).
