Under the General tab ( Explorer > Tools > Folder Options > General Tab)
I have Active Desktop, Web View, Browse Folders, and Click items as follows.
Under Click items as follows the options are:

Single-click to open an item (point to select)
(then a few subchoices if the single click option is checked)
Double -click to open an item (single-click to select)

My cursor in ME (I use this: members.aol.com
behaves the same as it does in 9x and W2K. Do you get an hourglass
while waiting for other stuff? If not you might have a pointer selected instead
of the hourglass, to check: Control Panel > Mouse > Pointers > Busy
