Currently CBO predicts non-SS surplus of $1 Bn this year and $2 Bn next year. There should be NO surplus in an economic downturn. Bush obviously underestimated the severity of the Clinton/Gore recession. there's precedent fo that since its how Clinton screwed us out of a middle class tax cut....
