JIT Nobody really knows. One deciding factor is if a manufacturer needs to recall workers or they are ready to lay more off.

If my inventory is low and workers are not laid off, then maybe I take advantage of low energy costs.

I suppose the worry is getting caught short of inventory down the road and needing to pay OT to catch up and also missing the low energy costs.
