In a situation where most people are not investigated, the coercive element is necessarily attenuated. Nevertheless, it is present, as with all sanctioned offenses. Commonly, though, you do not refrain from snatching a purse because you can be jailed (your chances of getting caught aren't that great anyway), but because you are a law abiding citizen. Perhaps some people refrain from tax avoidance due to the fear of sanctions, but most of us are just law abiding citizens.........
