Sure, but I still have no very good idea of why you want to characterize it as unjust, or a "necessary evil". If it is performing its proper role, why go there?.

The action is to take by force or threat of force. That is theft or extortion. I don't think it becomes just and fine if it is done for an actual practical benefit or done by a group of people calling themselves the government.
