In the case of something occurring, like a normal retaliation for a nuclear attack, that was foreseen and prepared for, all those who acquiesced had a share in responsibility, and, more vaguely, the United States in its official character. Could you expand on "the United States in its official character" having responsibility. The United States does not think or decide as "The United States", its citizens have thoughts and ideas and make decisions. Some of them won't know about a decision being made and others will oppose it but to say that the decision is the responsibility of the United States tars them with responsibility for something they did not support or participate in. On the other hand, in some cases we consider accomplices equally guilty because the occurrence was equally contingent on their actions, that is, if any one had pulled out, the dire thing would not have occurred, and therefore "each pulled the trigger", as it were....... Yes but if GW decided to nuke Shanghai how would I be an accomplice? Possibly because I voted for him but I'm not sure that is enough and even if it is then what if Clinton had done it when he was president? Tim
