New accounting rules prevent co's like CSCO from writing off the good will for acquisitions. Unlikely that CSCO will spend any cash on acquisitions any time soon as per their prior guidance. I think the lack of goodwill writeoff is part of the reason no one has stepped in to buy many of the good tech's at a premium as they have done in the past. However, now that trough valuations are present in the market, there are going to be a lot of good opportunities.

Ref: CISCO. Its Chambers that bothers me. He goes around spreading doom and gloom about the status of the
network economy and the economy in general. He is always sending the message that CISCO is caught up in an economic event that has little to do with the leadership at CISCO or CISCO's fundamental strength. Yet Gilder and others have pointed out that fiberoptics has displaced CISCO from the core of the networks and pushed it further and further toward the peremeter of the network. A fiber connection to every home and business would be the ultimate in service and take even more of CISCO's potential market. Such a huge fiber net is a long way off and may never occurr if wireless CDMA data links are successful. You will never hear Chambers admit that routers are being displaced by fiber and wireless -- but that is exactly what is happening to a portion of his potential market.
