I think mr trudeau saw what he had done was received as a bad humored jest and not an innocent poking of fun. But the apology reveals his lack of judgement in the first place. It's one of those things that you only get once chance to never do it and he failed. But admitting a poor judgement and apologizing is nice thing to see. One mr. gary get's it.
