No, he doesn't get it. He thought people were upset that he used a "phoney" study and he apologized, sort of, for that. In reality, I believe most are upset by the level of ridicule he used. His condescending, tongue-in-cheek apology for "unsettling the people who think the president is intelligent" shows that he thinks that anybody who feels the president is not stupid, IS stupid.

Does he? I may be looking at this incorrectly, but the 2nd sentence seems like another slap at GWB. If he is apologizing just to the people that are "under the impression" that GWB is intelligent it looks like he is confirming that he believes he is not. Sounds like a weasel to me.
