Bottom line: Republicans overestimated the size of the surplus after the tax cut went through Congress. The prudent thing would have been to peg the size of the tax cut on the size of the surplus. But that wasn't going to happen because Dubya was elected, to a large degree, on the basis of promising a big tax cut. Re: "Clinton lied": Lame excuse. Aren't the Repubs capable of crunching their own budget/economic forecast numbers?

He lied about the economy as he was walking in the door too. Nice symmetry.

Bottom line is Clinton lied about the state of the economy as he was walking out the door.
