Bush lost the popular vote and has no mandate.
Though he acts like he does. That is where his arrogance is really obvious. Instead of reaching out he tries to dictate. That's what makes him the big jerk he is. And it's one reason he will never be re-elected. Anyone who vote for Gore or Nader dislikes Bush immensely now. But it didn't have to be that way.
