It doesn't actually quite require people to be scofflaws, but it causes people who are otherwise acting reasonably to violate the law.

The old "everybody else is breaking the law, so I need to too" argument?

No speed limit requires people to be scofflaws. Everybody could go 55 and everybody would be safer. There is no necessity to drive 55. I should know -- weeks go by when I don't drive over 45, which is the maximum speed limit on the island. I drive daily, 10 miles each way to and from work. There's no basic human function that will be compromised if people drive 55. It's all choice to obey the law or disobey the law.
