My basic response to drivers who tailgate is to go more slowly. Unless I'm in a left lane, then I'll move over. But on local roads, if one of those tourists from California comes dashing up behind me as I'm driving the speed limit of 45, I'll simply slow down, slower and slower, until he or she gets the picture, or else we're going slowly enough that if he or she hits me, I won't get hurt. BTW, there's only one very short stretch on the drive in to town where passing is legal or even remotely safe. So once they're behind me, they're stuck.
