This is unlikely to have been the design of a foreign country and more likely to be a small faction ...

These factions frequently benefit from either direct sponsorship/support from or, at least, knowing protection of a national government. If such an organization was involved, then the only way to respond to the organization may be to militarily control the supporting government, unless of course the supporting government acts in support of and cooperation with the US government. These acts are nothing short of acts of war and crimes against humanity. Anyone supporting or protecting the criminals is an accomplice and, therefore, subject to military response.

Furthermore, any terrorist or alledgedly terrorist organization that is NOT involved would be wise to repudiate the attacks and cooperate in efforts to bring the criminals to justice.
