How do you get them before they act?

Have good intelligence, get the suspects, sympathizers and supporters as well as the guilty parties (there is not much that can be done to the guilty parties in case of suicide attacks).

In WWII, the allies didn't wait until each German or Japanese soldier started shooting. They shot first if possible.

Well...I think you have a point. Maybe the only way is results in talking out a bunch of innocent people in a scattergun approach. They know the court of world opinion wouldn't approve of that. So we are that less likely to get them...and they know that. They stay spread out.
