I agree that the increased investment in improving the standard of living for third world nations would be a wise investment towards a better world. However, it takes a long time to reduce the tensions between neighboring groups who have experienced terror at close range. Working with the moderate members of a society (the IRA for example) may remove a lot of the fight from the terrorists that purport to be working for the cause.

The Balkans showed that people who had lived as neighbors could rapidly change to blood enemies after the atrocities accelerated so that they became personal for many people instead of just a few who thought things had to be different.

EDIT: Another Clancy reference (Sum of All Fears). Recall Jack Ryan's solution for Israel that allowed the Israelis and Palestinians to be separated by third party force, a united religious council, and some time to realize that a way of life not full of terror was a more desirable path even if some compromises had to be made.

ted, The very start is education of palestinian youth. Right now they are not educated, just indoctrinated and show how to shoot the magazines in one burst.
This has actually saved Israel as they were unable to properly operate the Soviet euipment as they could not read the manuals in either Russian or English. They were never traine in tactics or any other aspects of infantry attack. Just run point shoot. Since they were mostly unable to read that was all they were good for in the arab wars. The other countries in the arab alliance were better educated, but not graetly so. I am sure the pilots had more education, but they lacked training in air tactics, the stuff the USA teaches at fighter school. A few jordanian pilots had this. The Russians would not train them well either as they did not want pilots abale to hurt russia. They wanted dependent states they could sell crap weapons to for US oil $$.
Some sov weapons are very good, not all crap.
