The institutions shouldn't be fragile. They should be able to continue despite the horror, the deaths of 1000's of people, the destruction of a half dozen buildings. We shouldn't allow a group of thugs to shut down our institutions.

What would happen if there was a "real" war, with far more destruction? If a relatively small group of determined terrorists can shut down the country, are we not vulnerable to an enemy with much more resources?

(And of course I'm not saying that those that are suffering directly from terrible loss should get back to work, we are all very empathetic to their pain and loss).
