The two most important nations that must be annihilated are Iran and Afghanistan. Most of the nations in the middle east harbor these terrorists, but only Teheran and Kabul have governments whose leaders are religious fanatics like the terrorists. The other governments such as Syria, Saudi, Egypt, Lebanon, Iraq are secular and therefore do have at least the ability to be intimidated, Teheran and Kabul can not be intimidated.
