The terrorists travelled and lived in many countries including US. Just because they lived in a particular country does not imply that they were protected or had the approval of all of those countries.

Art. Your option of totally sealing the border, communications, etc plus selected bombing & SOG missions is best. We could as an option offer them the choice between yielding up Ben Laden's group and receiving neutron bomb attacks in selected locations but the political fall out would be difficult. Clearly, Packastan's cooperation is critical. Otherwise we may be forced to offend Packastan to seal the border. We could consider isolateing it with Afganastan - not very feasible.
