the terrorists travelled and lived in many countries including US. The modus operandi of terrorists is to stay in small groups but at the same time be spread as much as possible all around the world. A immigrant person may be a legal resident or citizen of a particular country. But the same person (may be one in a million) may be part of the terrorist org. His whole purpose in life to become an immigrant in the first place was to make a significant contribution to his org, if and when the time comes. This could be one of the big possibility in what has happened. Just like in everything else, it works even in evil world to be a long term player.
