I tend to agree with you in general but I am not sure about computers though. Take a look at rocket propulsion system, US never caught up with Russia. Even now Russia is probably ahead and they were not putting any money into it for at least 20 years
US is usually much stronger at applied fields while Russia is (or rather used to be) very strong at abstract and theoretical research. (Propulsion was for weapons and space research rather than day to day applications) Cybernetic designs were more of an abstract concept at the time as well.
