I prefer doing a budget neutral transfer of the DEA and ATF to security duty on airlines, as I suggested in another post. I'd support a Congressional referendum on it. But them wheels go round and round slowly. The less it costs us to thwart terrorism IMO, the better. Empty the jails of crackheads and pot dealers and fill 'em with terrorists. That would end the practice of martyr payments. They aren't dead, so they can't be martyrs.
