A substancially different approach to the problem in Afghanistan.

1) While the Military and the CIA and the State Department figure out how to neutralize Terrorists and ben Laden we should simultaneously embark on a another mission.

2) Immediately begin a massive relief effort on the Pakistani and Afghanistan borders, offering, water, food and shelter to those Afghanistans that need it. Objective to prevent death and disease from starvation.

3) Invite all the Arab countries to help in this relief effort to help their fellow Muslims.

This would have the effect of drawing off those Afghanistans not at all interested in the terrorists. It would also provide a huge amount of information to the CIA from the refugees on the where about of the persons we are looking for.

We could be simultaneously be be making War (on the terrorists) and Peace with the Muslim Arabs that we want on our side in this battle.
