Jerome, your ideas of how to cope with the problem is very good. It will yield good results in some way.

... but one problem is that the terrorists are smart enough to to take cover among the populace. When identified and pursued, they take with them hostages.

These happenings are common in the southern Philippines where the Muslim and Christian civilians alike run or evacuated from place to place and the Bin Laden cell of terrorists joining them.

What I'm saying is that terrorists do not isolate themselves that they become easy targets.

Jerome,
Aid to Muslims who reside in non-democratic countries usually goes down the toilet or lines the pockets of those who can get their hands on it or goes for weapons to be used against us. Your #2 should be #1 and there should be no #2 until #1 is achieved and then only if we can monitor where the aid goes. Worry about folks in this country now. The threat has not been ended. If you dont believe me, fly in a commercial plane or live in a big city for a day or two. mike (who hopes one day to become a bleeding heart again)
