I heard that Republicans are calling for Capital Gains tax cuts as a way to fight terrorism.

I haven't seen this, but I do know reductions in cap gains rates have historically resulted in increased cap gains revenues, plus they seem to be related to increased economic activity(they certainly would not be related to decreased economic activity).

Is there something wrong with any of this?

From the looks of it, both sides (Republicans and Democrats) appear to be preparing to stuff these bills with pork in spending, tax cuts, and regulatory changes.
