The sucess of this international effort will likely be determined by whether those asked to participate trust that the effort is one against terrorism rather than a quest for financial gain or world hemegeny. Trust and cooperation could evaporate quite quickly if the situation is exploited for any purpose not directly related to fighting terrorism.

Nothing at all wrong with capital gains tax cuts, unless you are a petty, partisan whiner in a time of national tragedy. The need to promote financial liquidity and stability in a time of war is obvious to all but the sore/losermen....
