It is very easy to announce "we are at war". It is sometimes less easy to determine precisely with whom we are at war, what the objective of the war is, and what weapons and tactics are most likely to achieve these objectives.

I am not suggesting that we eschew retaliation. I am suggesting that we retaliate in the manner most likely to achieve our objective. The nature of our opponent is such that the emotionally satisfying form of retaliation - the massive military strike - is not likely to be effective, and is likely to leave the terrorists stronger than they were before we acted.

We need to fight, but we need to use our heads. Weaponry is not going to win this war for us.
