our military is currently prohibited from gathering intelligence on US civilians anywhere and on anyone in the USA...

thank God for that...

military intelligence gathering activities in the US on anyone are severely limited and nearly non existent.

Again, for good reasons...

if they do discover anything, the case is immediately turned over to the FBI.

What's wrong with that?

the FBI is the agency charged with gathering intell on all persons within the USA and on US citizens anywhere.

the CIA is also severely limited within the USA and may not target US citizens.

Again, something to be thankful for...
The CIA has botched up enough internationally. (Didn't they train Bin Laden...screw up in Chile...screw up in Panama...screw up in El Salvador...etc etc etc?) I shudder to think what could happen if they were given greater powers domestically.

i feel sure the cuts in the navy and air force resulted in similar cuts in intel units.

While deployments may have changed, it sounds like you don't have hard data to support that the funding for intelligence activities were decreased during Clinton's Administration.

It may be that they shifted it from the Army to make better use of it elsewhere.

When you find out, let us know.
