The objective is to eliminate them. Eliminate the cells, and eliminate the networks that aid and abet them. What you ask for is impossible. Even the Russians, who have a fairly malleable system of justice better suited to the task, haven't been able to stop the Chechnyans. And that is after occupying the place. Funny how the world works: Russians claimed terrorism as the justification for marching into Chechnya. We disapproved. No doubt that disapproval will disappear now that the Russians are supporting our fight against terrorism. I fully expect an unintended consequence of all this will be open-season on Chechnyans. In addition to hunting down those we can find, it is imperative we take a long, hard look at what made these people resort to such a drastic action.
