It would have to be a very large scale operation, organized very well and very quietly, and in cooperation with core people in the security agencies of other countries. I never suggested that it would be easy. Effective methods rarely are.

A few hundred would, I think, be enough to reduce the apparatus to inutility. There would be survivors, but it would be very difficult for them to organize effectively if the key link people were gone. They would also be rather preoccupied with running.

A large cadre of professional assassins would not be needed. Professionalism would be needed for tracking and surveillance. The actual dirty work would be more effectively done, in most cases, by hired hands who think they are working for a business rival, or a betrayed spouse. In some cases professionals would probably be needed, but I suspect that we have access to a few of those.
