They are very likely in well-furnished flats in Amsterdam, or London, or New York, or anywhere else where civil liberties are respected and concealment is easy. Steven if we have reasonable grounds for extradition for such people, I have no doubt the Dutch or British will extradite them immediately. And I have already agreed that your method would be a good one. But still, we have to know they are. Do you? If not, who does? Do you have grounds for your assertion that they are in the West? Because if they are, I believe even the French would cooperate with us. But we've got to know who they are. And if we don't know that, how do we execute your method? If we can't do that, we need something else. That something may have to be making other governments reluctant to shelter these people. And you do that with bombs and troops.
