JPR's note: There are only a very few countries in the middle east that meet your criteria for help. Most of them need no help. We are not here to coddle the criminals. Some rich countries in the middle East turn a blind eye and a deaf ear to terrorist units as long as they don't directly cause them trouble. In the Cole attack, we didn't get any help. In the K.Tower attack, we didn't not get any help. And you want to promote augmentation of middle class in countries where they have no respect for American values and jurisprudence.
