This is a semi-traditional source of income for CIA operations. As in other things, the Afghans were well trained. Cutting this off isn't that easy, either, the former Soviet republics to the north are not that much more governable than Afghanistan itself.

In the medical world people learned to cope with the disease with no cure but it seems that people today asked for quick fix(within days not weeks) in this incidence.
