Cheney isn't so much of a politician that he's going to defend the indefensible.

What had more of a major impact on this, imo... was this law that Torrecelli got passed, that stated CIA case officers were unable to recruit sources considered "tainted" by their activities, without obtaining permission at a far higher level of authorization (read bureaucrats) so as to avoid exposing the US to embarrassment.

Well, this is a evil world... full of despicable people all out to promote their own self-interest. And these are the same kind of people who get involved with these criminal terrorist groups and enable their activities. So if I have to shove $5-20K in one of their pockets to convince them to betray their fellow criminals, I consider that money WELL SPENT...

Certainly less costly than having to suffer up to $100 Billion in damages as a result of a successful attack.

There is no honor among theives, goes the saying... And that's the weakness that must be exploited to get to the heart of organizations..

They recognize that they are vulnerable to being betrayed as a result of bribes. Thus, they either have to pay more money themselves to their logistical networks, or find other resources.

The CIA should take heat for not preparing the country for this attack. The modus operandi of this attack was laid out for the CIA by Phillippine intelligence 6 years ago. Convicted/suspected terrorists apparently have been going in and out of our country for years, with little or no surveillance.

The CIA's business is supposed to be collecting and analyzing intelligence, so that we can prepare in advance for important events, like the collapse of Communism, Iraq's invasion of Kuwait, and the terrorist attack of 9/11. But they have apparently left the intelligence business behind, so that they can focus on short-sightedly arming, funding, and training rebels and terrorists around the world, and attempting to overthrow governments that are not properly aligned politically with our corporate powers.
