The problem, Mq, is that doing so would raise the stakes so high that the response would be inconceivably brutal, i.e., in kind and in spades.

The object is to win, not to get exterminated, though I certainly can't vouch for terrorists' calculus when considering these things.

Why can't they have already shipped a nuke from Pakistan or Russia or China in a lead-lined container to a rented warehouse in Los Angeles? You know, get a paid off customs inspector to work at some port authority. He could take a look inside the container, sign it off as all in order even though it had a big box inside which he didn't open. He wouldn't even need to be told what it was - just to sign of container number such and such. They could tell him it's some drugs - he wouldn't care as there is already so much of that around and maybe he's partial to it himself. Then get a trucking company to drop it off at your warehouse which wouldn't be an expensive thing to buy.

actually, some of the most compelling stuff I've heard in the wake of the attacks has been about the need to improve the world's official (as opposed to private sector) tracking systems, so as to prevent just this sort of thing. An excellent article about this problem can be found here:
