I think the faction that undertook the attack of the WTC saw it as a military mission and did not concern itself with the lives of innocent civilians.

We aim at military targets and near by civilians (sometimes force there by the military as a "human shield") may be hit. The WTC attack was aiming at civilians. Its not like the Pentagon attack (an attack against a military facility with a lot of civilians in it, still evil but an attack against a military target) or our attacks on Germany and Japan's industries (which were building weapons used to fight us in an on going full scale war, but they were in or near population centers and they were attacked with massive inaccurate force resulting in the killings of many civilians).
