I think that what most people understand as an invasion is not practicable in a country with the size and terrain of Afghanistan. However, it might be possible to give assistance to what remains of the opposition (its leader was just assassinated), drawing sympathy from many who dare not openly oppose the Taliban. It definitely would be possible to isolate a country, where the only access is on poor quality roads or by air. Telephone communications could also be severely curtailed with the outside world, making the running of a terrorist organization effectively almost impossible. Of course, it is more important to neutralize terrorist activities than to seek only retribution.
