I prefer to believe that they didn't want to risk inflaming the emotions and irrationality of someone like Reagan..

There's something to be said for "bluster".. but what's more important is assessing whether your opponent is bluffing, or just might be crazy enough to carry out his threats, consequences be damned.

And I believe Bush is intentionally being vague about just how far he'll go to punish those who facilitated this attack upon America.

Note his constant use of the term "act of war" against us, although we have not officially declared war against anyone.. That provides instant justification for any action (rhetorically speaking) the US might take.
