I defer to Win Smith and his comments on the psychological warfare issue. My main point, however, remains that we need to have the active support of Muslim nations so that the terrorists, after being routed out of Afghanistan (I don't presume we'd be able to catch many of them) have nowhere to hide, nowhere to set up a communications network, nowhere to do their banking, etc. The easiest way to lose support of Muslims is to enter into military actions that end up killing civilians indiscriminately. If that happens, they will ask, "Why is the U.S. any better than the terrorists?"
