10:29AM Needham on Semiconductors : In note before the open, Needham upgraded Altera (ALTR 18.77 +0.85) to BUY from Hold as firm believes its product offerings have never been better and the company's financial strength appears intact. Its 38% decline in 2 months has priced in much of the bad news....Firm downgraded Applied Micro (AMCC 8.57 +0.12), PMC-Sierra (PMCS 15.44 +0.48) and Vitesse Semi (VTSS 9.05 +0.30). All are now HOLD ratings from Strong Buy. Firm cites continued reduction in carrier capital spending as firm now expects carrier capex in 2002 will be on the order of 20% lower than 2001 capex (which itself will be down approximately 20% from 2000).

9:06AM Cree (CREE) 14.52: Company renews its one-year agreement with Osram Opto Semiconductors; new agreement is largest sales contract in Cree's history.

7:56AM Merrill on Semiconductors : Recent events have raised doubts about the shape of any recovery in the semiconductor business during late 2001 or 2002; with the risk of a further demand slowdown looming, firm believes the bottom it identified a month ago now appears to be both longer and rockier than we previously expected; at the same time, firm says the semiconductor business cycle is clearly bottoming, with inventories declining and new capacity additions shrinking rapidly; says it has little sense of what is going to happen over the next few months, and hesitates to make recommendations on that basis; believes owning quality companies over the next twelve months still makes sense; singles out ANAD, RFMD, MXIM, TXN and LLTC.
