Even if a bomb had wiped out Capitol Hill, wouldn't you find it scary to be left with Cheney only?? Ever read "Executive Orders" by Tom Clancy?? There's a detailed plan of succession in the case of such a decapitation strike.. That's why Cheney wasn't there. Governors of each state would immediately appoint new representatives to congress... But face it... if they had carried out such an attack, we'd be under martial law anyway... and this country would be locked down so tight, it would make your head spin. Hawkmoon
