Win... who do you think is in charge of Russia??

They have 60 years of totalitarian government to replace and restructure. And some of these folks in the 'kistans have NEVER known a culture that believes in democracy...

So you try to find the most moderate individual you can to support, and start building the foundation for eventual democratic reforms, brick by brick...

And the first brick is economic stability. This is how the US provides the majority of our foreign aid... we buy the products and commodities of foreign states so they can establish an economic foundation. The next step will be education and infrastructure, and then political reforms.

They may not be as reliable, but an integral goal of properly handling foreign relations is to insure that you have "options" available to you so that you're not held economically hostage as we were during the '73 oil embargo.
