True, because even the Govts. thought that eventually the carriers would recoup in form of services. Now may be they have re-think this whole deregulation initiated boom. But it could be too late.

qcom's version of 3g does not work in new spectrum. It uses existing spectrum. That announcement states that it also works and is for sale today. It is already in place in Korea. It will roll out in the US and Japan in 3 to 6 months.
