Honestly, I don't know whether this bureaucracy is needed or not. Yes, there certainly needs to be cooperation, but whether a whole new bureaucracy is needed to that end is worth examination. My general impression is that the underlying problem is that we need to coordinate "efforts" in the first place. Now I am speaking specifically WRT the CIA whose primary function has been the business of "following" the comings and goings of the terrorist operatives and other external threats. We may already have as many as 1000 within our borders right now. I agree with you that we have had a break down of security on the level of the immigration process. I guess it doesn't matter if the new bureaucracy is the best solution or not at this point. It's going to happen. One way of the other something has to be done, hopefully it will work. Rant over.
