No problem raising money for government and military these days.

But the intel community has always had money coming out its ears, black budgets appropriated from any other departments it wished to (or entrepreneurial budgets, like Casey & Oliver North) and too many layers of bureaucracy. You can never get rid of anyone, since many people report to no one, and everything is comfortably hidden by "state secrecy", whether it deserves to be or not.

It needs to be rebuilt from the ground up, not fed more. With enough public pressure Ridge may provide the impetus.
