The Arabs didn't start any war with Israel. Arabs have never invaded Israel.>>>>

Now I am lost...Arabs started 1948 the war to reclaim land that was taken before...but because they failed they did not start it?

Conclusion
In analytical studies of the political situation, Arab decision-makers must consider the following points, which may be considered a working paper for policy formulation. The factors likely to persuade Israel to postpone or cancel effective offensive action in the region are:

- The Arab countries' respect of peace treaties with Israel, and their abstention from breaching agreements.

- The absence of any imminent Arab threat to vital Israeli interests.

- The guarantee that any manifestations of Arab solidarity or coordinated action are not directed against Israel. Conflicts among Arab countries are also likely to prompt Israeli intervention, however.

- The neutralisation of US policy and the enhancement of the role Europe, and especially France, can play in formulating the Arab stance and rendering it effective.

- Israel's awareness of the balance of military power in the region.

- The enforcement of security measures ensuring the secrecy of Arab plans to strengthen military capabilities.
