I wonder how many terrorists martyred themselves to ensure their families would be able to eat? How many would do it if they knew it meant certain death for their families? They have a clear advantage in a "war" if we handcuff our military to the whims of the people/government like we did in Vietnam. The job of the people/government is to determine if we go to war, and with who. The job of the military is to perform the war and do whatever is needed to win it.
