"Russians seize explosives found on plane

Russian officials have confiscated nine tons of explosives found on a cargo plane.

The explosives were found on a flight from Vienna to Kazakhstan, travelling via Moscow.

The Russian State Customs Committee says officials are checking the documents which they say appear very suspicious.

The plane was on its way from the Austrian capital to the city of Dzhezkagan in central Kazakstan.

The Interfax news agency says the cargo had been sent by Spain's Union Espanol to the Kazakhstan Corporation and the plane had 594 detonators aboard.

Alarmed at mounting layoffs, investor fears, and sagging consumer confidence, policymakers in Washington are working to put together a stimulus package to get the economy going again. Of course, using tax cuts to give a needed boost to the economy is a good idea — but the trick is implementing policies that will do the most to strengthen the economy for the long run.
Proposals most often mentioned as contenders for the stimulus package include:

• Accelerating the tax cuts passed earlier this year.
• Allowing faster recovery of capital costs by means of depreciation reform.
• Reducing the tax rate on capital gains.
• Cutting payroll taxes.
• Lowering the corporate income tax rate.
• Instituting an investment tax credit (ITC) for equipment.
• Repealing the alternative minimum tax (AMT)...."
